Read about google’s Page Rank Algorithm and you’ll see it’s all about quality  .

what makes me sure it’s about quality not quantity , is my personal experience .

My small web firm’s web site got a Page Rank 6 within the first Page Rank update cycle , in that time the site just had  10 backlinks , one of these backlinks was from a non-profit organization with Page Ranks 7 .

Also i’ve another wordpress related website with more than 13K backlinks , and that site only has Page Rank 3  , so 13K backlinks got me Page Ranks 3 and 10 backlinks with one quality Page Rank 7 backlink got me Page Rank 6 .
